LORs through committee salutation?

Silly question but anyways... I'm going with my university's health committee for processing LORs. Since the letter is going to the committee who then process and send the LORs to TMDSAS, AMCAS, or individual schools what exactly should the salutation be? "To whom it may concern" ???
