Ranking doesn't matter. That cost is pretty high for an MA, I would look for something else. I would only go the MA route if you definitely planned on going on to a PhD, as a standalone degree, it's not really useful. It can, however, serve as a way to prove yourself academically to PhD programs if you had less than desirable grades in undergrad.
