I just read an article about the most recent match day and it mentions that about 31000 medical students in the US and Canada match into 24000 open positions. Can you match into a Canadian program being a US citizen?

Yes you can, you just have to write the MCCEE

No, you can't and you would not write the MCCEE.
Citizenship or permanent resident status is required to apply for a residency position in Canada.
If you fulfill this criteria and are a graduate of a canadian or US med school then you are eligible to participate in the CaRMS match.
The MCCEE is required for graduates of international schools.
