hi, just something i've been curious about...

is the license for residents the same thing as the full license for post-residency physicians?

example...compare it to driving...

medical license for residents=learners permit

medical license for physicians=drivers license

is this the case or is my uninformed guess way off?

Not sure why this matters?
Resident license is NOT a full license. You cannot moonlight on a residency license which is a physician in training permit. You have to take step III and then apply for a full license in order to practice outside your residency program.
 
The "learner's permit" analogy works. In the same way that a learner's permit only allows the permit holder to drive when accompanied by another licensed driver, a resident's medical license only allows them to practice medicine under supervision within the confines of their training program.
 
You can have a "full" lisence while still in residency. You just have to take step 3 and complete PGY - 1 year. This is what you need to do in order to moonlight.

Mostly true. Depends on the state and whether you're an AMG or FMG/IMG. You may need more than just internship to get licensed.
