Are all South Asian minorities viewed as over represented. For example, Burmese and afghan ethnic groups are under represented in medicine and have poor socioeconomic outcomes, are the average scores of these groups slightly lower than those of east Asians/whites the way they are for some under represented groups?

Each school makes their own designation for under-represented groups.
I can't say that I have ever heard of a school that sub-divides S Asians.
However, if there were a large community of under-served S Asians near the school or their hospitals, it may be possible.
