missing documents

Question! If most of the schools that I've applied to told me my application is complete, but one schools said my LOR's are not in, who's fault is that? Aadsas or the school? I submitted my application on the same day that my letters were received by Aadsas, but aadsas people said they'll send it in two weeks. It has been way past their two weeks. Who should I call? the school?

Once AADSAS sends them, it takes about a week for schools to recieve the letters. If its been more than a week I'd call AADSAS and check if they got sent.
