Generally no.. Also you need your medical license 1st.. which means you need to pass step 3 and get your licensure from the state..
 
So as I understand it . In New York you need step 3 plus one year of residency to get a license and moonlight as an American medical graduate but 3 years as an IMG.. Is this true. Any thoughts?

It is true that in every state you need at least 1y + Step 3 as an AMG and 3y + Step 3 as an IMG. A few states make AMGs do 2 or more years as well.

Can one moonlight or take a part time job if they have their license after just one yr of residency? since residency usually takes care of malpractice insurance, how would it work if your not in residency? and where are these jobs found?

check out the fsmb website linked above as they list the initial licensure requirements for each state. the malpractice is something that is negotiated between you and the place where you moonlight. sometimes you get your own, sometimes the employer provides it.
