MSAR Question - Discrepancy in Interviewed/Matriculated

Some schools have 0 interviewed but > 0 matriculated for OOS/International students.

What do I make of this?

they got in but didn't interview. don't ask me how... maybe a transfer student?

Or deferred entrances, perhaps.

or maybe some sort of special program for high schools students.ie guaranteed admission.

^^ i doubt they would be OOS though.
