Did anyone else get an email about applying to Navy scholarship from Phillip Nacionales? Is this email legit?

I would exercise the typical caution with emails (not clicking on links you do not know), but this may be legit. My recruiter recently sent out a mass email about the Navy HPSP scholarship so it could be that time of year where they are beginning to advertise. It makes sense since dental school acceptances are just around the corner.
