This may sound stupid, but i am confused after read the instruction on ADA website. I am a dental graduate from foreign country, want to apply for part I exam. Could any one tell me that in addition to the ECE evalution, do I need a letter from the dean of my dental school for the application?

no, u donot need a letter from the dean of ur dental school,if ur appearing for part-1.get the course by course evaluation by ece .while ur applying for schools u may need letter of recommandation from ur school dean.
