Hello:

what are the chances for an Asian to get into schools such as Meharry or Howard or Mississippi? I suppose those schools give preference to african-americans. I wonder if they have a % of seats for others, assuming competitive qualifications.

slim, at best

Getting into Mississippi is totally dependent on whether or not you are a resident. I'm sure a lot of schools in the South don't have too many Asian people because there aren't that many who are residents. As for the HBCs, I know Howard does take a significant amount of non-African Americans. However, you have to show a commitment of serving the undeserved and/or be of a disadvantaged background yourself.

2008 ADEA numbers for Howard.
There were 468 male and 454 female Asian applicants.
Out of those, 22 Asian male and 9 Asian female were enrolled (total of 31 Asians).

There were 151 African American males and 274 African American female applicants. Out of those, 16 males and 23 females were enrolled (total of 39).

There were 417 White males and 311 White female applicants. Out of those, 5 male and 3 female were enrolled.

So numbers alone, Asians are actually second largest group at Howard DS. But do not let the aeverage GPA and DAT fool you to think that you'll have a decent shot with 3.0 and 19 DAT.
For Asians, you will not be considered URM, so their expectation for you will be different from other URM.
(applied there last year with 3.4 / 21 and never heard back from them until rejection letter in May. This year, I am not even bothering applying there)

For Mississippi, they did not accept any out-of-state (there were 11 applicants and only 1 was interviewed. So I don't know if he/she declined the offer or was not accepted but either way pretty much 0 chance if you're not a resident).
They had 1 Asian female student, 2 male/3 female African American students, 0 Hispanic student, and 16 male/13 female White students enrolled in 2008.

Meharry, had 1 male/1 female Asian students enrolled (out of 358 male/300 female Asian applicants), 22 male/26 female African American students enrolled (out of 174 male/250 female Black applicants), 0 Hispanics, and 1 male/0 female white student enrolled (out of 401 male/296 female applicants).
It seems like Meharry is much harder to get into if you're not African American student, especially for White applicants.

Here are numbers. You make your decision.
(btw, all these numbers are from ADEA Official Guide to Dental Schools for students entering in Fall 2009, i highly recommend this book if you're going to apply to lot of out-of-state schools. It is a wonderful book for finding right schools to apply to)
