Normal testoserone levels in females

I want someone to tell me exactly what's the normal level for testoserone in females? 19 years old.

Because a friend of mine is having some facial hair it's not alot but it's bothering her. So she went to the dermatologist and she told her to test her testoserone level and then come back for laser hair removal. And then the dermatologist started talking that if the levels are not normal she might need an x-ray to make sure her ovaries are okay.And if not she's gonna put her on drugs.I mean all of us know that you shouldn't mess with hormones unless something is REALLy serious. She's just having a little hair in the sideburns area and she wants it gone so give her some laser and move one . But I'm sensing that this doctor wants to make a couple of thousands out of my friend from expensive hormone tests and x-rays. Please somebody tell me the normal level of testoserone?
And if there's a dermatologist in the house tell me what to do next?
