The normality of a potassum permanganate solution is 2.10. What is the molarity of the solution if in the course of the reaction the potassium permanganate is changed to manganese dioxide?

I understand the concept of normality but this problem is really stumping me. The answer is .70. anyone understand this?

Mn goes from +7 to +4 for a total gain of 3 electrons. For the reaction the equivalent weight for Mn is mol wgt/oxidation state change or is 1/3.
