If a program says "We require 3 letters of recommendation", does it generally mean that they want ONLY 3 lors or that they will take 3 or more. I jut don't want to end up sending lesser number of letters to a program than is expected. Neither do I want anyone to think that I did not look up their requirements.

I would also like to rant that this is a totally stupid and random business and that requirements should be standardized throughout ERAS to make it either 3 or 4 for all programs.

just do 4 for each if you have that many. If not then do three. Never do 5.

The number of letters requested is the number required to "complete" your application for a particular program, which allows your application to move forward to review. Programs which require fewer than four letters may or may not consider letters received after the specified number come through on ERAS, depending on internal policies.
