Actually, there is quite a bit of empirical evidence supporting the efficacy of the cognitive-behavioral treatment known as Exposure and Response Prevention for OCD.

You can find an incredibly comprehensive review of the evidence for various treatment approaches (including meds) in Foa and Franklin's chapter on OCD in Barlow's Clinical Handbook of Psychological Disorders.
