do i have this right:

when naming a molec based on IUPAC, you want the MOST # of substituents in your chain, but the LEAST number of "numbers"/you want your number count to be as low as possible?

does that make sense/is that the rule?

Yes. You are looking for the longest chain with a largest number of substituents. When numbering substituents, one must chose the lowest possible numbers.
