I've been reading the headlines on this pharmacist and did more research to find out that she has hand her hand spanked before with the law, my question is why did she keep getting off?

She was placed on probation as early as 2002, but still engaged in illegal and unethical activities:

A Maryland pharmacist has been charged with Medicare and Medicaid fraud nearly a year after authorities found expired and counterfeit drugs being sold in her two pharmacies, court documents show.
Pamela Arrey is also suspected of sending more than $1 million to offshore accounts, documents said.

Very true indeed...and what was sickening even more was that she operated a pharmacy in Africa which was being supplied by her stolen and often expired drugs...Wow 😱
