It means that you have x base hours. You will at least get that. You may be able to get more by bidding on more shifts. Who gets the shifts as a result of bidding? Almost always being “liked” plays a part.
Depending upon the company, the expectations for floaters will vary. At CVS, you just know that if you’re getting a float for the day, that person may just putz around all day and not do much. At Walgreens, floats tend to be new grads who have to float for 1 year before being offered a staff position. Thus, they may not know everything but will at least try. At Walmart, it’s a gamble. You may get a rockstar. You may get someone who’s been there for so long that just doesn’t care.
Point is, put your best foot forward and you’ll be fine.

Do not despair. We are all giving you different answers. Guess what? They are all valid and specific to the companies that we work for. Talk to your scheduler. They try to give everyone at least their base hours. I've gotten calls from the scheduler 3 times asking if I would like to take one day of PTO just so someone can get their hours. I've typically agreed to it.
