8 refers to the total number of electrons in an Oxygen atom, 2 in one shell, 6 in the outer (valence)
When you talk about Oxygen bonded to another atom, thats when you look at shared and unshared. In a CO2 molecule, one of the oxygens (can be applied to other O of course) has 4 unbonded electrons (2 lone pairs) and 4 bonding electrons (shares 2 pairs of electrons) for a total of 4 bonding electrons...
