Sounds like doing an MD/PhD doesn’t jive with your goals. I would say MD at Harvard is your better option in this scenario. Better name and more connections for branching into policy (though Penn is also good).

I'd tell you the same things I tell some of my friends: unless you crave the PhD, unless you cannot see yourself NOT running a lab, don't get the PhD. They are long and difficult even for the most dedicated and passionate. From what you've stated, I would say HMS fits your goals better.
