Penn supplementary question

For the ethical dilemma you have encountered during your education question, do you guys think a good prompt would be about my struggle to decide whether or not to report a sexual assault incident because I was choosing between getting someone into trouble (academic record, status, future, etc) or not reporting a crime. I've asked someone this and they said it doesn't seem like a dilemma because its obvious the right choice is to report him but I want a second opinion.
