Permanent Resident applying to Ortho Program?

Hello!

Does anyone know whether you have to be a U.S. Citizen to apply to Orthodontic programs? Are there any programs you can't apply as a Permanent Resident?

Permanent resident is treated pretty much as US citizen. I was not aware of any difference.
