PGY-1 program for licensure eligibility

Hi. Im an international dentist who finished my 2 years international dentistry program. I'm going to take 1 year GPR residency in state of NY. I found several posts regarding dental licensure requirements but still I'm confused
According to ADA website, there are some states such as California, Colorado, Minnesota and Ohio
that offer license to dentists who have finished 1 year residency program. I have 2 questions
1/there is nothing mentioned on colorado state board website about this( compare to other stated boards) because my first choice is practicing in Denver
2/the PGY-1 has to be finished in the same state where you want to get license or they accept PGY-1 certificate from other states as well.
I would appreciate if someone can guide me

. If you are concerned try calling or emailing the state board and confirming with someone.
I called them however, the representative was not sure and she said you may not apply for license just with PGY-1 and you should have regional state exam result as well. . By the way,thank you so much for the link
