pgy-4 transfer

I believe there is a minimum amount of time you have to spend at your graduating program. That time may be 2 years per the ACGME but I cannot remember anymore.

I tried looking it up on the ACGME site , however couldnot find any mention of the fact that 2 yrs need to be completed from the graduating school.Could anyone shed some light on the issue?
 
I think that is less of an issue compared to that many states require you to be licensed by the state within a few years of starting training, and you can't get a U.S. license without doing an intern year in the U.S. At least as far as I know. That might vary state to state.
 
Well sorry for not being clear.Now here is the thing.I am doing a 4 yr residency in psychiatry from a accredited program in US.I am in the 3rd yr of my training.However I am looking to transfer to a different program in my 4th yr due to family circumstances.I am aware that for licensure in NY which is the state that I am doing my residency the time slot is 3 yrs.So I should be licensed next yr.Is it possible to get a transfer in 3rd yr?If it is , which seems like it as I saw some pgy4 vacancy positings in the clearing house in the APA site, do the programs offer visa just for one yr or is it that I have to do a fellowship from the same program that I transfer to in order to make 2 yrs at the graduating program?

You were looking in the wrong place.

Completing 2 years at one psychiatry residency program is a requirement from the American Board of Psychiatry and Neurology (ABPN) to qualify for board certification.

From their FAQ's page:

What Are the ABPN's Rules Regarding Transferring Between Programs?

To ensure continuity of training, the Board requires that two of the three years of residency training, excluding the PGY-1, be spent in a single program. The 36 months of full-time specialized residency training must be completed in no more than two blocks. If completed in two blocks, the blocks must not be more than ten years apart. In addition, credit is not given for less than one-year blocks of training (including the PGY-1). The ABPN Credentials Committee considers exceptions to these rules only under extraordinary circumstances. In such cases, respective program directors should contact the Board office, in writing, prior to the transfer. The letters must outline the resident’s training content, duties, and responsibilities, including exact dates (from month/day/year to month/day/year) of training, and indicate clearly that the resident will satisfy all ACGME program requirements. Each case is considered on an individual basis.
 
I'm assuming then, per that statement, that you can complete three years at one program, and then move on to a second program (as a PGY IV) and graduate.
 
Since this is an ABPN matter, you should contact them directly. Do it in writing as they will evaluate the issue more thoroughly.
 
We had a person transfer into the 4th year slot this year to be near loved ones. The resident will graduate on-time with full fanfair.
