Phosphate vs. Bicarbonate

As I was taking the 2009 DAT yesterday, I chose "Phosphate" as the major intracellular buffer. The answer in the back said it was "Bicarbontae." However, today I was taking a Bootcamp test, and they said that bicarbonate was the major extracellular buffer, and that phosphate was the main intracellular buffer. Who is right??
