Hydrostatic pressure is the pressure pushing out. Osmotic pressure is bringing things back in. In this case you are given the hydrostatic pressure within bowman's capsule. This is the pressure in the direction from bowman's capsule back out to the artery. If this pressure is decreased, then less of the fluid is being pushed back out. That means more stays in, which is an increase in GFR.
