Two questions

1. Is it true that plasma cells are the cells which create antibodies? I know that plasma cells come from B cells, but are they the only ones to create antibodies?
2. Since antibodies are essentially proteins, are they made in the ER of plasma cells?

B Cells have antibodies on their surface. When a pathogen binds to the variable portion of this antibody the B Cell is "activated". Once activated, the B cell differentiates into memory cells and plasma cells. The memory cells hang around in case of a second invasion. The plasma cells start producing free antibodies that match the antibodies the pathogen bound to.

Since antibodies are proteins they are made in ribosomes (either on the rough ER or free ribosomes in the cytosol).
