i have scored 90 in part 1 ......but this is my third attempt ....do they look at the number of attempts ...?? does it hamper my chances?

my stats are part 1-90, gpa- 3.2, toefl -102, 10months work experience in home country, observorship in US from jan 2009 to till date, volunteer work in charity home, at present preparing for part 2, will be able to get admission this year.
