For list of all schools go to: http://www.adea.org/links.html

    UNC is a state school.

The SUNY's give preference to NY residents.

While the general rule is that privates are more open to out of state residents, there are grey areas. It is important to check out the admissions criteria of each school. For example Marquette (a private) does incorporate a regional preference in its admissions policy. On the other hand, The University of Michigan (a public) has become more like the typical private schools in the area of admissions. This is due to the fact that UM made a strategic decision to increase professional school tuition rates to a level that is line with those charged by the privates.
