I would express both unless there is a specific question that you are trying to answer in the statement, like sometimes they ask you specifically to talk about your motivation, in this case you don't want to elaborate too much about what you already did (experience) as much as your motivations and goals...

In my opinion , SOP, requires you to high light what motivates you specifically towards that program and that school. You can include previous experience quotes , but they should finally lead to interest in that program you are applying too. Study about the colllge and university first , that should help identify their interests , if you do that well, you should be able to fine tune your SOP to make them like you .
