Why are people so obsessed with how others rank programs?

Rank the programs how you feel you best fit in. Don't rank programs based on others perceptions of their rankings.

Your ranking looks dead-on.

I'd keep it the way it is.
 
If you don't know how to rank based on the program, then rank based on where you want to live.
For example, having lived in texas and michigan I can tell you that things are drastically different. Texas is conservative and has an entirely different culture than liberal Michigan. Which one you like is up to you, but they are like 2 different worlds. Texans are also fiercely loyal and proud of their state (me too) 😀
Galvanston's water is totally different from the Great Lakes. Rank where you want to live if the programs don't stand out. Training is training wherever you go so if nothing big stand out, go with lifestyle of city.
 
When talking to applicants at my program, what I always tell them is you just have to go where you think you would enjoy the program. Make sure it has the things that are important to you.

Everyone is going to have different ideas of what is important to them. It isn't all about public opinion, and US News certainly is not the place to look for the quality of programs (even if mine is a top 20 by one list I saw). If you go to a program just because impresses others, you'll hate the next few years.
