Anybody know about this? Can I enroll in a non-health related MA or MS program at my university and simultaneously work on a master's degree? Would it be an entirely separate application and enrollment process, or is it somewhat easier to cross-register in different schools once you're already in the university system and paying tuition?

depends on the school you go to

At Case you can get a MS in bioethics or MA in Anatomy in four years or a MPH in five year, with no additional tuition.
