Possible Traffic rules violation?

I just got accepted to UMKC's school of medicine! Wahoo! A little bit of background, UMKC's program is 4.5 years and I would begin in January. One of the requirements to accept the offer is posting a $1000 non-refundable deposit in the next two weeks. How is this not in violation of AAMC rules? I am waiting to hear back from another school I would prefer to go to in three weeks, and would like to not be out $1000. What should I do in this situation? Speak to the school directly or talk with AMCAS?
 
I bet the traffic rules don't apply because the school starts in the 2017-2018 academic year. I mean really, either you are going to show up in January or you are not. Would you be willing to pay an extra $1000 to attend the school you prefer? If so, pay the deposit and let it go if you get into the school you prefer as a "got into my preferred school! Whoot" fee.
