I am planning on a diy post bacc.
Should I declare a major or take individual courses?
I must add that I have a BE and an MS in Computers and going for a career change..starting out at 47!! After being on a mom track for over a decade.

Depending on where you take your classes, you may get a registration advantage by being a degree seeking student as opposed to just taking classes. If that is the case, it couldn't hurt to declare a major for that benefit and then leave once you have taken the classes you need. Check with your institution.
