My husband is in the HPSP program and is about to start his residency. Does anyone know how much choice you have about where you can fulfill your post-residency obligation? Can the obligation be completed at a VA hospital?

Does anyone have any information about getting and unfunded civilian fellowship?

When the time comes for your husband to finish his residency and start his utilization tour, there will certainly be some choice as to where he goes. How much varies from year to year and is highly dependant on his specialty. If he is primary care, he could certainly end up in a clinic not associated with a hospital, but if he is a procedure oriented doc, he will likely end up at one of the community size hospitals.

No, his obligation cannot be completed at a VA hospital.

As far as fellowship goes, he will have to make a request to his service to complete a fellowship. It is possible, but service and specialty dependant. It will depend on how much your husband's service needs it. In all likelihood, your husband will need to complete 2-3 years in his current specialty prior to being able to go to a fellowship.
