Practicing Orthodontics Treatment as General Dentist

Hello,

I have some questions about practicing orthodontics in the US. Let's say a dentist, who graduated in the US, attends and does some workshop programs (inside and outside the US) regarding orthodontic treatments without actually being trained by the dental school's orthodontics program. Is it legal for that dentist to practice orthodontics treatment?
