Prelim surgery and categorical surgery?

Hello I am an IMG planning to apply for surgery. I am prepared to not be accepted into a categorical spot so...... does it look bad to apply for a prelim surgery position and categorical positon at the same hospital?

I am thinking that it would be better to only apply to prelim surgery and internal medicine as a back up since prelim route is my best shot to become a surgeon. What do ya think?
