Here is article that appeared on the American Psychological Ass'n website. Bills in most states appear to be advancing rapidly. As I understand it, the TN bill has advanced since this has passed:

Greetings ASAP Readers,

Deborah Chandler, J.D. of the APA Practice Directorate, who replaced Rochelle Jennings, provided the following update as of 3-14-2005 about RxP legislation. It is presented in alphabetical order.

CT. There was a Hearing on HB 5991 on March 11th before a joint Public Health Committee. There was supportive testimony by the Connecticut Psychological Association, the Department of Public health, the Office of Child Advocate and the sponsor of the bill. It does not appear that the joint committee voted or has made any formal recommendations yet.

HI. SB 1239 authorizing psychologist to prescribe in community health clinics passed the Senate Health Committee Senate Committee on Commerce and the Consumer Protection and Housing Committee. It was up for vote before the full Senate on March 8th. The Senate vote was 12 ayes and 12 nays with one abstention. Without a majority vote the bill died. The companion House bill had not yet gotten out of the House Health Committee. Brining the RxP to a full vote in either House is the furthest any RxP bill has achieved in Hawaii.

IL. HB 527 has been introduced by the Illinois Psychological Association with the leadership of Dr. Marlin Hoover. It was referred to the Senate Rules Committee and is now pending in the Licensed Activities Committee. Psychiatry raised issues about the training required the DoD program versus
the RxP training required by HB 527. The IPA is preparing its response to this challenge.

MO. HB 504 was referred to the Professional Regulation and Licensing Committee. No hearing has been scheduled as of today. Drs. Marci Manna and Mark Skrade are leaders here along with MOPA.

NM. Legislation to clarify the medication formulary has been introduced. HB463 passed the House (59-2) on March 2nd and passed the Senate Public Affairs Committee (6-2) on March 6th. It has been referred to the Senate Judiciary where the companion bill –SB 591—has also been referred.

OR. SB407 was referred to the Senate Health Committee. It then went to the Senate Ways and Means Subcommittee where a Hearing was held on February 9th. However, the Subcommittee has not voted on the bill. According to the Oregon Psychological Association, the Subcommittee asked for more at its next Hearing. We have no information when the next Hearing will be.

TN. HB 479 is pending before the House Health Committee. The companion bill—SB723 is currently in the Senate Health and Human Services Committee.

WY. SB123 died in the Senate Labor, Health and Social Services Committee on March 3rd.

For those that have not yet contributed to the APA Practice Organization solicitation for $100 or more for the RxP Action Fund now is the time to do it.

PublicHealth posted the same article stating that many bills are not passing. I hope your assessment is true. :)
