Problem Getting Shadowing Hours

So I currently live in SW Florida and I have been trouble securing any shadowing hours. There was a case in West Palm Beach where a kid was shadowing a doctor and then started impersonating a doctor a couple of years ago. Since then most places in Florida have really cracked down on allowing students to gain any shadowing hours.

I am currently working as a scribe in the ED at my local hospital and I could get shadowing hours here, however, it seems kind of weird to come in and essentially do my job for free. I was wondering if anyone else is experiencing any trouble finding locations to shadow and if anyone knows if my experience working as a scribe would suffice on my applications. I am also volunteering at hospice in my town, which is a good source of underserved clinical volunteer hours.
 
Thank you for the response. I wrote this question while I was working and I asked one of the docs that I am going to ask to write me a LOR if he would mind if put him down for some shadowing hours. I just felt a little weird putting something down that is not entirely true, but I think wording it the way you suggested would cover the possibility of raising any red flags.
