Program downloading application

Is it same to assume that if your application was downloaded by a program you have made it through the initial screening (automatic yes/no)

Or am I jumping the gun a little here

my understanding is that there is no way for the programs to pre-screen applications before the download process. if you wait long enough, all of your programs will download your app. the internal filter occurs afterwards.
