Programs that pay for post-interview visit

I've heard of a couple of applicants (this year) who have been contacted by programs who have expressed great interest in them (no biggie here). But, they then offered free air-travel/hotel for said applicants for a 2nd look. One is applying to Path, the other to RadOnc. Has this happened to anybody else in the past? Are these pretty much guaranteed matches if you rank them #1?

And one in psych has offered me and a friend of mine the same thing as well -at least accomodations for a return visit I should say.
