PsyD vs PhD

Where can one get a listing of the top PsyD programs in the country and the best equal-emphasis (practitioner-scholar) PhD programs?

Is there some kind of uniformity in the quality of the programs? I am surprised that at some schools, there isn't much quality control in getting "passing marks."

The "Insider's Guide to graduate programs in clinical and counseling psychology" or whatever that huge name is, by Mayne, Norcross, and Sayette is the standard for reviewing programs. It lists every program's self-described (by the program director) clinical vs research emphasis, as well as pounds of other useful data on everything from applying to program data.
