Pulsatilel flow problem

I was reading a paper which said that the BP in down stream vessels from the aorta can be larger than in the aorta due to pulsatile flow, but did not elaborate.

I thought as vessels narrowed, velocity rises and BP drops? How does Pulsatile flow change this?
