Q on recommendation letters and timing them

I am a DO student, I might apply to both DO and MD residencies. Still undecided FM or Internal Medicine. I havea letter form a FM physician, will get one from ER doc by the end of August after rotating with him. I have a Diabetes clinic rotation with an IM physician in June. If Iget a letter from him, would that be sufficient for an IM residency application?
Also, if I get a letter from someone in Sept 2013, will that be too late for this application cycle?
