QMHA official certification?

I was speaking with a co-worker, currently finishing her MA in Counseling who told me about organizations which hire what are called QMHAs, vs. QMHPs. These positions, only requiring Bachelors level degrees and some experience, contract under QMHPs or providers to do paperwork, group sessions or skills coaching. While these are not licensed professional positions, they bill similarly to them, and often bill through the practitioner or provider they work under.

Does anyone know of an official certification or license for these positions, or are these just different terms for jobs such as Mental Health Techs, etc.? So far the only requirement I have found in Oregon is that they must hold a BA/BS in human science fields.
