Question about '# accepted'

I was looking at the profile of the entering classes on the opted.org website and was wondering why the number of acceptances for some schools were significantly greater than the number enrolled. For example, SCCO had 164 accepted but only 98 enrolled. Does the # accepted take into account people on the waitlist or do they accept a greater number assuming people may matriculate elsewhere?
 
Every school has to accept more people than they plan to enroll because not every accepted student will end up enrolling. I'm turning down 2 schools.
