I want to talk about a death experience of my father and its influence it had on me and part of that is stating the disease he had and the chronic problems he suffered. Would this be a HIPPA violation to talk about his medical problems?
HIPAA applies only to those involved in the care and billing of patients and anyone who needs access to those resources to facilitate the medical care. So no, you discussing your father's medical condition is not a HIPAA violation UNLESS you worked for one of the companies/institutions that provided him medical care or billed him.
