Quick Question R vs S

Topscore Test 2, #90
The answer says C is the only R configuration but I still think B is also a valid R configuration...
Can someone double check this for me??

To me this is R configuration.... OH = 1, C2H5 = 2, CH3 = 3, H = 4
Since H is on horizontal = rotate = S --> R

Just checked the question cause I have topscore, and although B is R, since it is an alcohol it cannot be a major product in that reaction.
