Im a student at penn state, got a B- in Bio and two C+ in Chems. My regular gpa like a 3.7 and Im a human development and family studies major, trying to get into Pt school. I also have already 110 hours of observation hours. Am I alright as long as I kill my A n P classes?

Not a quick question...

It all depends on the specific program and what parts of the the application they value. My opinion: retake Chem and get A's. And you are forgetting about the GRE, letters of rec, extracurriculars, essays, and basically the entire application. It's about a lot more than just grades. Spend a little time browsing the forum and you will see how complicated it can be.
 
And two Cs in your pre-reqs is an application killer in my complete random opinion. I'm not an admissions officer but you just gotta realize there's hundreds of others who didn't do so terribly in chemistry competing for your spot
 
I would highly recommend retaking your Cs. While two Cs is not completely an application killer (almost two months into PT school while applying with C's in general chemistry and physiology), you're just putting yourself automatically at a disadvantage, even if you ace the GRE and have good ECs. A couple years back it could have been fine, but with applications getting more competitive year by year, chances will get slimmer and slimmer.

OP: You may be able to get in with double C's in chem, if you apply broadly and do your research on schools that are going to place more value on other parts of the application in which you may be stronger. But its going to be tough going and you won't be able to be choosey about where you go. As gen chem is one of only four or five main core year-long science pre-reqs (along with a year of physics, A&P, psychology and maybe gen bio depending on the school), it is definitely not looked upon favorably to have a C in both. Your pre-req GPA will take a big hit. It's your call in the end what to do though.

You could end up with a competitive pre-req GPA (around a 3.5) if you literally got straight A's (not even A- 's) in all the other pre-reqs besides the one B- and 2 C+'s you've mentioned. But if you don't pull A's in both semesters of physics, psych and A&P you'll probably need to retake the chem and focus on applying schools that take the higher of the two when it comes to retakes. You'll need to call each school to see what there procedure with grades for retakes is as there are numerous ways that schools do it. Alternatively, you may be able to get by with a below average pre-req GPA (<3.4) if you absolutely kill the GRE.

Search the SDN forums and do some research on what it takes to get into the PT schools you are interested in and you will find all the information you need is readily available.

Take it from me: take those classes over again. Every year the applicant pool is more and more competitive. Make those Cs into at least Bs. Like, situational said, it's not necessarily an application killer, just puts you at a disadvantage.
