I would have to say no, not a good idea to address a low score in your SOP. i am a weak applicant and I had my LORs address my low GRE and low GPA and i got alternate listed with reject-able numbers and I have only finished applying at two schools. The GRE is just a test you took on one day, so realistically if you have a low gre you still have a good shot.
